REGION H WATER PLANNING GROUP MEETING

APPROVE MINUTES JANUARY 5, 2000 MEETING

 

Motion by Mr. Sullivan to approve with the correction added.  Second by Mr. Ray.  Motion carried.

 

 

APPROVE EXPENDITURE FOR LIABILITY INSURANCE

 

Motion by Mr. Sullivan to authorize the Chairman to review the policies submitted by TWCA Risk Management Fund and to authorize the Chairman to accept the lowest suitable bid on liability insurance for the year 2000.  Second by Mr. Searcy.  Motion carried.

 

 

APPROVE TRANSFER OF ADMINISTRATIVE AGENCY DESIGNATION FROM THE CITY OF HOUSTON TO THE HARRIS-GALVESTON COASTAL SUBSIDENCE DISTRICT

 

Motion by Mr. Searcy to designate the Harris-Galveston Coastal Subsidence District as the Administrative Agency for the Region H Water Planning Group since Mr. Neighbors was elected Secretary.  Second by Mr. Jenkins.  Motion carried.

 


 

REVIEW AND APPROVE TABLES 3, 4, 5, 6, 7 AND 8

 

Mr. Taylor presented an in-depth review of Tables 3, 4, 5, 6 and 7.  A discussion ensued on specific implications of some of the tables and possible misperceptions by the public due to the expiration of long-term supply contracts.  Mr. Taylor stated that this was a requirement of the Texas Water Development Board.  Mr. Adams recommended that a conference call with Ernie Rebuck and Tommy Knowles of the Texas Water Development Board take place between Jack Harris, Tom Ray, Danny Vance, Ron Neighbors and Jim Adams as soon as possible.

 

A number of specific comments and recommendations were made regarding the footnotes to the tables. 

 

A discussion ensued on several entries in the tables, such as Friendswood in Table 5, that need to be flagged and revised.

 

A discussion also ensued on inflows into Galveston Bay.  Mr. Adams appointed the following members to a Sub-Committee to develop acceptable language for the table related to fresh water inflows:  Kerry Whelan, Chair, Jim Adams, John Bartos, David Jenkins, Carolyn Johnson, Gary Oradat and Danny Vance. 

 

 

PRESENTATION BY LEIGH ING AND RON PEDDE OF THE TNRCC

 

Mr. Adams stated that he asked that this presentation be rescheduled since review of the tables would probably be a lengthy presentation.

 

 

GENERAL DISCUSSION

 

Mr. Tyler stated that the restrictions by the Texas Water Board make it difficult for the public to understand the water situation in Texas and that the diversity is amazing.

 

Mr. Adams stated that the Region H Group had been invited to Water Wood by Region I.  He also stated that an invitation to Region I had been extended and suggested the last Wednesday in April for the meeting.

 

Mr. Jenkins commended Mr. Taylor for his presentation and diligence with the complexity of the tables and thanked him for continuing to make some of the data available on the internet.

 

 

TEXAS WATER DEVELOPMENT BOARD

 

Mr. Rebuck stated that the federal and state clearinghouse meetings are set for

February 8 and February 9 at the San Antonio River Authority; April 18 and 19 at the TRA Wastewater Treatment Plant in Grand Prairie; and June 13 and 14 in Corpus Christi.  He also stated that there would be a Drought Management Conference in Conroe, February 3.
